A container such as this can be kept on top of the rolling cage.  Check the dollar store for such a container.

 

Keep paper lunch bags and the scooper handy to clean as soon after the litter box is used as possible.

This scoop kit is home made.  It fastens to the cage with Velcro.  You could make something like this with the shoe holders that hang in closet or on back of a door(found at the dollar store).

 

Keeping a can of room deodorizer handy helps to make the fostering experience more pleasant.
